Norris Wants Two F1 Changes — The VSC and Madring Are Both in His Sights

Lando Norris left Madrid with a podium, the fastest-looking car for much of the Spanish Grand Prix and a result that still felt like a defeat. One day later, his frustration had hardened into a proposal: Formula 1 should change both the new Madring circuit and the Virtual Safety Car rules that helped turn a race he was leading into third place.

The complaint is bigger than bad luck. Norris started from pole, pulled more than six seconds clear and had the race under control before Lance Stroll stopped on track. The resulting VSC arrived just after Norris had passed the pit entry. Kimi Antonelli, Max Verstappen and George Russell could stop at reduced time cost; Norris could not. By the time he pitted, the VSC was over and the order had flipped.

That sequence exposed two problems at once. The VSC can create a huge pit-stop advantage depending on where a driver happens to be when it begins, and Madring offered so little overtaking that once Norris lost track position, getting it back became nearly impossible.

Norris wants the VSC to stop creating a lottery

A pit stop under VSC conditions can save roughly 11 seconds compared with stopping at full racing speed. That is the point of contention. The system is designed to neutralize the field while a hazard is cleared, but the timing can hand some drivers a major strategic benefit while leaving others no realistic way to respond.

Norris was the clearest example in Madrid. He had already passed the pit lane when the VSC was activated, while several cars behind him were still able to dive in. He therefore had to complete another lap at the controlled delta before stopping. By then the neutralization had ended, so his stop cost the normal amount of race time.

His proposed fixes were practical rather than radical. One idea would delay pit access for a lap so every driver has a comparable opportunity to react. Another would temporarily close the pit lane except for emergencies such as punctures. Either version would aim to remove the geographic lottery created by where a car happens to be when the VSC message appears.

There are complications. A sudden change in weather can make an immediate switch from slicks to wet tyres a safety issue, and any pit-lane restriction has to account for damaged cars. But Norris' argument is that those exceptions can be designed without accepting a system that can decide a race almost instantly.

Max Verstappen, who finished second, expected the subject to come up in the next drivers' briefing. McLaren team principal Andrea Stella also acknowledged that changing the procedure would require institutional support from the FIA or Formula 1 rather than a quick paddock agreement.

Madring gave Norris almost no way to fight back

The VSC only became decisive because the new Madrid circuit made passing so difficult. Once Antonelli and Verstappen emerged ahead, Norris could close the gap but could not create a clean overtaking chance. A race that had looked like a McLaren win became a procession to the flag.

Norris singled out Turns 18 and 19 as unnecessary and argued that a straighter run into a hairpin could create a better passing opportunity. His criticism was not that Madring is unpleasant to drive. In fact, he said the venue has the ingredients to become a good circuit. The problem is that the first race showed how little wheel-to-wheel flexibility the layout currently gives Formula 1 cars.

That concern had been building all weekend. Drivers had already warned that the walls, blind sections and limited overtaking zones could make the event difficult to race. The feared crash-filled chaos never arrived at F1 level, but the opposite problem did: once the field settled, the Grand Prix became too static.

The irony is that Norris had done almost everything a driver could do to protect himself from that. He took pole by 0.011 seconds, controlled the opening phase and created a gap large enough to cover a conventional pit-stop sequence. The one thing he could not protect against was a short neutralization arriving a few seconds after he passed pit entry.

That is why the track and the VSC debate are connected. A strategic swing is easier to accept when a faster car still has a realistic chance to recover on track. At Madring, the layout magnified the consequence of the VSC because track position was nearly permanent.

Madrid may have created the first major rule debate of the 2026 season

Formula 1 rarely changes sporting procedures because one driver lost one race, and it should not. The more important question is whether Madrid exposed a repeatable weakness. If a VSC can routinely give some cars an 11-second strategic advantage simply because they are on a different part of the lap, there is a fairness issue worth examining.

The discussion will also test how much appetite the sport has for reacting to a brand-new circuit. Madring is a major long-term project, and the first Grand Prix produced a huge crowd and a visually distinctive event. Changing a pair of corners after year one would not be an admission that the entire venue failed. It would be the kind of refinement new circuits sometimes need once real racing reveals what simulations could not.

Norris' case carries extra weight because he was not complaining after a poor drive. He had the pole, the pace and the lead. Antonelli himself acknowledged after winning that Norris had deserved the victory on performance. That makes the argument easier to separate from normal post-race frustration.

Nothing will change the result. Antonelli remains Madrid's first Formula 1 winner, Verstappen took second and Norris third. But the first Madring race may matter beyond the championship points if it pushes F1 toward a clearer VSC procedure and a circuit layout with more than one realistic way to pass.

For Norris, that would at least turn one of the most painful losses of his season into something useful. He cannot get the Spanish Grand Prix win back. He can try to make sure the next driver leading by six seconds does not lose one in exactly the same way.
